Xbox 360 disc error

My brother's Xbox has recently been having some issues with it. The xbox is not even a year old. Its a newer arcade version, I have been told its a jasper and he purchased a 120gb hard drive seperate for it. Lately he has been in the middle of playing online and it would say disc un-readable, please remove disc and clean, then try again. We looked at the disc and it isn't bad. Put it back in, same thing happen. He also thought maybe it was his account, so he created a new one and it worked for about 20 minutes. Then said disc was un- readable. So we thought it was the disc drive. We tried it again this time un installing it from the hard drive and playing it, now it doesn't do it. Before I send the hard drive back if that is the case, how come the map packs or anything else on the hard drive isn't messing up? Should we take the game to a person who can re-surface or clean it first? Then re-install it to the hard drive. Thanks for any help in advance.
