Not sure on the webcam but the 360 is already FULLY capable of letting you do your own gamer pic... Just like the PSP the 360 has all these capabilities that they're gonna slowly release with future updates to keep it interesting!

MS are protecting themselves from people loading up dodgy pr0n pictures and other such things that they are likely to do.
